Concerned over Godzilla's possible return, the Japanese government uses the cells to create a new bio-weapon, ANEB (Anti-Nuclear Energy Bacteria). They seeks the aid of geneticist Genshiro Shiragami, who's experiments result in a new mutation.

In 1868, after the Bakumatsu war ends, the ex-assassin Kenshin Himura traverses Japan with an inverted sword, to defend the needy without killing.

A school was built on one of the Gates of Hell, behind which hordes of demons await the moment they will be free to roam the Earth. Hiruko is a goblin sent to Earth on a reconnaissance mission. He beheads students in order to assemble their heads on the demons' spider-like bodies. Hieda, an archaeology professor, and Masao, a haunted student, investigate the gory deaths.
